Figure 5 depicts how data can be used for developing policy options. It consists of four boxes containing text and four circles containing text and arrows flowing in many directions toward the boxes. The four circles are parallel and to the right of the boxes.
The first box is "Policy Priorities," from which an arrow points downward to the second box, "Policy Options and Recommendations." Another arrow extends downward to the fourth box, "Data." An arrow extends up to the "Policy Options and Recommendations" box from the third box, "Findings from Data Analysis." Similarly, an arrow extends up to this box from the last box, "Data."
The first circle contains the text "Stakeholder Perceptions" and has arrows pointing from it to the "Policy Priorities" and "Policy Options and Recommendations" boxes. The next circle down contains the text "Political Feasibility" and has an arrow extending from it to the "Policy Options and Recommendations" box. The next circle down, "Timing," also has an arrow extending from it to the "Policy Options and Recommendations" box. The final circle, "Funding," has an arrow extending from it to the "Policy Options and Recommendations" box as well as to the "Data" box.
Finally, one arrow extends from the "Findings from Data Analysis" box to the "Stakeholder Perceptions" circle.
