Responses to Questions Regarding the DEcIDE-2 Solicitation
Regarding RFP No. AHRQ-10-10006, the word “certified” is used for items #1 and #2 on the cover page of the proposal, yet the meaning of this term is not explained elsewhere. Beside describing/ listing our labor rates (1), and our describing our accounting systems (2) in the proposed narrative, would any additional documentation be needed?
- Certified, unloaded, labor rates for individuals expected to work on a project of this size and nature (Class Levels I through IV, see Section B.3 and L.10)
- Certified documentation indicating that the offeror has a cost accounting system in place which allows for the collection, tracking and reporting of all costs under a cost reimbursement type contract.
What documentation, if any, is needed for the subcontractors regarding their indirect cost rate? What documentation is required to support subcontractor cost?
Provide a copy of the most current indirect cost rate agreement (prime and subcontractor). If no rate agreement exists, show detailed calculation of all proposed indirect rates, supported by audited or reviewed financial statements.
The acceptable form of certification for unloaded labor rates is original documentation, payroll registers or copies of check stubs. Provide copy of most recent payroll register for ALL proposed employees. If necessary, show proposed hourly rate calculation for each employee.
State salary increase policy, we well as proposed increase factor. If it is company policy for employees to receive salary increases on their anniversary dates of hire, please indicate the anniversary dates of hire for each proposed employee
Describe the accounting system and how it is designed to properly segregate costs for a cost reimbursement contract. Please complete the attached abbreviated accounting system review for the prime and each proposed subcontractor http://grants1.nih.gov/grants/funding/pol_fin_eval.html
Proposed salary rate ranges must be proposed for the prime Contractor (Class I, II, III and IV). The proposed salary rate ranges for proposed subcontractors shall not exceed the salary rate ranges for the prime. The resultant contract will reflect one set of salary rate ranges for each of the classes for each period of performance.
NOTE: For proposed subcontractors the same level of detail to support labor rates is required. For proposed subcontractors a teaming arrangement or letter of support/ agreement should be provided.
