CAHPS in the States: Collaboration and Innovation To Maximize Public Resources

Wednesday, September 14, 2005

This free Webcast featured presentations from representatives of State agencies who have used the CAHPS Health Plan Survey in particularly resourceful or collaborative ways. Participants also heard from members of the CAHPS Team about ongoing efforts to make CAHPS Ambulatory Care Surveys more useful for State-related activities.

KaraAnn Donovan of the Colorado Department of Public Health & Environment discussed her agency’s innovative uses of CAHPS products, including

  • A collaboration with the State’s Medicaid agency to analyze CAHPS survey results; and
  • The use of the CAHPS Health Plan Survey to satisfy some of the Maternal and Child Health Bureau’s reporting requirements for Title V programs.

Additionally, Joseph Anarella of the New York State Department of Health talked about his organization’s CAHPS projects, including

  • Special analyses to identify health plans’ strengths and weaknesses and subsequent efforts to implement specific quality improvement projects; and
  • The use of the CAHPS Health Plan Survey results for a pay-for-performance program.

Finally, Julie Brown of the CAHPS Team reviewed what they are doing to support State agencies that implement CAHPS surveys. Topics included

  • The process of developing new ambulatory care surveys and how these instruments may affect CAHPS projects at the State level;
  • Current efforts to ensure that the CAHPS Health Plan Survey 4.0 and the new CAHPS Clinician & Group Survey meet the needs of State users; and
  • The development of materials to help State users decide which CAHPS products, supplemental items, and sampling protocols to use.
