The counties with the lowest rates (8.1 to 20) were the counties immediately surrounding the city of Atlanta to northwest and east. Atlanta proper and the immediately surrounding counties to the north, south, and southwest had rates between 20 and 26. The county with the highest rate of preventable hospitalizations (43 to 74.4 per 1,000 residents) was the county just north of the Atlanta MSA.
