On this graph, the vertical axis is labeled 'delay in reaction' with 'long (days)' at the top and 'none (hours)' at the bottom.  The horizontal axis, labeled 'time needed to protect community,' ranges from 'shorter (1-2 days)' to 'longer (4+ days).'  In the bottom left corner is the word 'safe.'
