Coordinating Information to Address State Health Policy Needs

Ms. McKenna discussed the opportunities and challenges in developing integrated information
systems to support the States' public health responsibilities and policy development role. She
discussed several systems that are in various stages of development in Georgia including:
- An immunization registry.
- Notifiable diseases.
- An information warehouse.
- Environmental health.
Ms. McKenna said that in developing these systems it was important to justify the funding for broad needs and
have an analyst "champion" to help build commitment and support.
Mr. Seligman described CDC's
collaborative efforts with the Association of State and Territorial Health Officials (ASTHO) and
National Association of County and City Health Officials (NACCHO) to develop an investment
analysis model to use categorical Federal health grant funds for cross-cutting and integrated health
information systems. This model is promised on the assertion that major capital investments in
information technology and system projects should be based on careful analysis of benefits and
costs, programmatic requirements, measurable outcomes, risks, and other factors.
