Medicaid Program Management

Stephanie Davis, Assistant Director, Office of Managed Care, Arizona Health Care Cost Containment System (AHCCCS), Phoenix, AZ.

Ms. Davis reviewed the evolution of the Arizona Health Care Cost Containment System's (AHCCCS) information systems from 1982 to the present, and focused on the kinds of information AHCCCS typically collects:

  • Encounter data.
  • Enrollee data.
  • Fee-for-service (FFS) claims system data.
  • Health maintenance organization (HMOs) financial and quality management information.

AHCCCS uses this information for purchasing, regulatory oversight, to negotiate improvements in HMO performance, to respond to public information requests, and for budgeting.

All presenters spoke to the challenges of developing information-sharing partnerships.
