Consumer Financial Incentives: A Decision Guide for Purchasers
Extent to which the measure addresses a condition or conditions with high clinical impact (that is, is the condition common and/or severe).
Extent to which the measure generates information about quality, efficiency, or both.
Extent to which the measure addresses disparities in care.
Extent to which there evidence of variation in performance among providers on this measure.
Extent to which the calculation of the measure is transparent to providers.
Extent to which there a valid source for the data needed to calculate the measure. (What is the cost of acquisition and validation of those data?)
Extent to which patients or their families would use the measure to choose a provider.
Extent to which providers could use the measure to improve care.
