Public Health Emergency Preparedness

EOC = Emergency operations center
DHS = Department of Homeland Security
ROC = Regional operations center

  1. Disaster occurs.
  2. Local first responders, working with volunteer organizations, alert local authorities (Mayor/County executive).
  3. Mayor/County executive activates local EOC, requests aid from governor
  4. Governor:
    1. Activates State EOC.
    2. Notifies DHS Regional Director.
    3. Declares emergency/major disaster (if appropriate).
  5. DHS Regional Director reports to DHS Director.
  6. DHS Director contacts President of the United States.
  7. President of the United States:
    1. Declares emergency/major disaster.
    2. Appoints Principal Federal Official (Federal Coordinating Officer)
  8. Principal Federal Official:
    1. Sets up Disaster field office.
    2. Requests governor declare emergency/major disaster (if not already in place).
    3. Works with State Coordinating Officer to set up Disaster Field Office.
  9. Disaster Field Office supports Emergency Response Team, comprised of 26 Federal Agencies and the American Red Cross.
  10. Emergency Response Team provides Emergency Support Functions:
    1. Transportation
    2. Communications
    3. Public Works & Engineering
    4. Firefighting
    5. Information & Planning
    6. Mass Care
    7. Resource Support
    8. Health & Medical Services
    9. Urban Search & Rescue
    10. Hazardous Materials
    11. Food
    12. Energy
  11. Emergency Response Team, utilizing local, State and Federal resources, provides disaster field operations.
